Public Service Data.AI : Reflections on AI Adoption across UK Government

Last week I attended Public Service Data.AI at the Business Design Centre in London. Organised by the Global Government Forum and hosted by HM Government, Cabinet Office, Civil Service, Government Digital Service and the Department for Science, Innovation and Technology, the event was billed as the UK’s flagship annual gathering for civil servants working to unlock the power of data and artificial intelligence across government.


The Scaling Challenge

From pilots to production

The most significant challenge facing UK Government departments isn't identifying AI use cases — it's scaling successful pilots into enterprise-wide deployments. While departments are running numerous AI initiatives, the gap between proof-of-concept and production-ready systems remains substantial. Many departments are in pilot purgatory.

This scaling challenge is compounded by the need for robust governance frameworks, security protocols and change management processes that can handle the complexity of government operations. Moving from a handful of users to thousands requires fundamentally different approaches to infrastructure, training and support.

A recurring theme from conversations with civil servants was a palpable frustration about the disconnect between government's ambitious AI rhetoric at the highest levels and the reality of what departments are being equipped to deliver. Multiple delegates spoke candidly about being given basic tools like Microsoft Copilot as a "tick-box" exercise for AI adoption, while knowing that AI's transformative potential extends far beyond personal productivity enhancements.

Civil servants understand that AI can fundamentally reshape how government operates and serves citizens, but many expressed concern that they're not being given the tools — or even having the strategic conversations — necessary to harness this potential. This gap between aspiration and execution is creating both frustration and missed opportunities across departments.

Civil servants all recognise that AI can deliver much more than what’s currently available but trust, security and governance are very real considerations.

Given the sensitive nature of government data, there was intense focus on private and sovereign AI applications throughout the event. Departments are acutely aware that cloud-based AI services, while convenient, may not meet the stringent security requirements of sensitive government operations.

This presents both a challenge and an opportunity: the need for on-premise or private cloud AI solutions that can deliver enterprise capabilities without compromising data sovereignty.
