Storm ID appointed to Crown Commercial Service RM6190 Technology Services 4 (TS4) Framework
Storm ID is pleased to announce its successful appointment to the Crown Commercial Service (CCS) Technology Services 4 (TS4) framework (RM6190), securing a place across all Lots, including Lot 6 for Major Services Transformation Programmes. The commencement of the framework marks a new era for UK public sector digital transformation.

Being appointed to the framework provides public sector organisations with a straightforward and compliant route to access Storm ID’s full spectrum of technology and digital services, from strategic consultancy to major transformation programmes and long-term service delivery.
What is TS4 and why does it matter?
TS4 is the latest evolution of CCS’s Technology Services framework, building on the legacy of TS3. TS4 is set to run for up to eight years, and is valued at an estimated £16 billion (ex VAT). This reflects the scale and ambition of digital and technology change across government and the wider public sector.
For public bodies, TS4 brings together a wide range of capabilities under a single commercial construct, including:

- Live service management and maintenance

Being appointed across all Lots means Storm ID can support clients end-to-end: shaping strategy, designing services, migrating and integrating complex estates, modernising infrastructure and applications, and running secure, reliable live services.
TS4 also enables organisations to access AI and automation, helping them adopt innovation quickly and at scale. From AI-powered digital planning tools that cut council processing times from weeks to days, to integrated systems in NHS trusts that reduce admin and improve patient care, TS4 supports practical, outcome-focused use of AI.
Growth, scale and readiness for major programmes
The appointment reflects a period of sustained growth for Storm ID, with expansion in team size, client base and delivery capability across the UK. Building on deep roots in Scotland and a growing presence with client work in England and Wales, Storm ID is scaling its capacity to support larger, more complex and longer-term digital and technology programmes.
Lot 6 for Major Services Transformation Programmes is particularly significant, as it is designed for the largest and most complex transformation programmes across the public sector. It enables buyers to procure end-to-end delivery of multi-year initiatives that span strategy, design, build, migration and live service operation, all under a single commercial arrangement.
Appointment to Lot 6 demonstrates Storm ID’s capability to operate at scale, manage risk and act as a trusted delivery partner for mission-critical programmes where outcomes, resilience and long-term value are paramount.
