We’re looking for a Business Change Manager to join us and lead change activity across complex, high-impact digital programmes. You’ll work closely with client teams and stakeholders to help ensure new services land successfully, with clear plans, strong engagement, practical training and smooth onboarding.
About you
We’re looking for someone who is confident operating at both strategic and delivery levels able to shape a change approach, but also happy rolling up their sleeves to create materials, run sessions and support onboarding activity directly.
You’ll ideally bring experience of:

Leading business change across complex digital programmes, ideally in public sector or regulated environments.

Developing and delivering change strategies, plans and adoption approaches.

Delivering onboarding at scale, including readiness assessment, training and transition support.

Working with a wide range of stakeholders, including operational teams, senior sponsors and delivery partners.

Creating clear, practical training and communication materials.

Supporting rollout activity using structured governance, risk management and planning approaches.

Managing change across multiple organisations, locations or service areas.

What you'll do
As a Business Change Manager, you’ll play a key role in supporting the rollout and adoption of digital services, ensuring stakeholders are ready and that new functionality is embedded into day-to-day operations.
This role includes responsibility for both change strategy and delivery, including:
Change strategy and planning

Evolving and maintaining a business change strategy that supports adoption, embedding and scaling of new service functionality.

Supporting the creation of a comprehensive Business Change Plans, including training and communications deliverables.

Ensuring change activity aligns with the programme’s wider roadmap and long-term service vision.
Stakeholder engagement and communications

Co-ordinating engagement activity across a wide stakeholder landscape, including client teams, delivery partners and operational users.

Supporting stakeholders to manage the impact of new service processes and workflows.
Readiness assessment and onboarding delivery

Supporting the design and delivery of readiness assessments, helping organisations understand what they need to be ready for onboarding.

Working directly with stakeholder organisations to assess current processes and identify gaps, risks and dependencies.

Leading onboarding preparation activity including:

migration rehearsals and cutover readiness checks

business acceptance testing support

training planning and delivery
-
structured co-design workshops
Training, guidance and enablement

Creating targeted training materials that are accessible and usable across varied audiences.

Supporting organisations to embed new workflows and ways of working (including process and operational changes).

Monitoring training satisfaction and iterating content based on feedback.
Multi-supplier and programme collaboration
- Working collaboratively with clients and third-party suppliers to support end-to-end rollout of new digital services.

Supporting joint planning sessions, RAID management, dependency tracking and governance alignment.

Helping ensure onboarding and change plans reflect technical constraints and operational realities.

Salary range for this role is £50,000-£60,000.
